Robert Walker was the Parliamentary Secretary to the United Kingdom's Minister for the Armed Forces. (PROSE: Doctor Who and the Sea-Devils, Where the Heart Is)

Walker was sent to the Royal Navy base HMS Seaspite on Fortress Island to deal with the Sea Devils. He ordered Captain John Hart to launch an attack on their base, just as the Third Doctor was trying to negotiate peace with them. Upon confronting Walker, the Doctor angrily stated that the Parliamentary Secretary had not resolved the situation, but instead made it worse, by enraging the Sea Devils and thus provoke further attacks from the reptiles, that could have led to a new World War. According to one source, he later presided at a meeting that, among other things, voted to cut off the UK's funding of UNIT. (PROSE: Where the Heart Is)

However, according to another source, the incident with the Sea Devils cost Walker his career, as he was dismissed following the Master's escape "with the help of accomplices" from the maximum security prison on Fortress Island. The former Parliamentary Secretary had not been heard of again since. [1]
