Dokktor Whit-Arkker was the author of a factual source titled The End of the Daleks, which was either all about or included an account of the Great Civil War between the Dalek Emperor's Black Daleks and the Daleks with the Human Factor on Skaro. (PROSE: Daleks vs Daleks!)

Dokktor Whit-Arkker is an obvious reference to David Whitaker, who wrote The Evil of the Daleks and the conflict between the two factions of Daleks involved in that story.
