The man in a Mackintosh was a man who visited a Liverpool police station on Christmas Day, 1965, to file a complaint that "rebels" were repeatedly moving his greenhouse. He discussed the matter with the station sergeant. By his very pronounced accent, he was clearly reared in the southwest of the country. The First Doctor believed he had seen him before in a marketplace at Jaffa.
