Hammurabi was a king of Babylon, who descended from a long line of Babylonian rulers. He wore a beard tangled with knots and beads.
When the Ninth Doctor tracked a Starman to Babylon, Hammurabi believed the Doctor to be a sorcerer and fearing magic, he ordered the Doctor's execution without first allowing him to defend himself against the chargers. Ali saved the Doctor and turned on Hammurabi, killing him in a Karkinian rage. (PROSE: The Beast of Babylon)
