In an alternative timeline, Lord Zakar was a wealthy Gallifreyan who offered a prize for advances in time technology, the Zakar Price for Advancement in the Temporal Sciences. (AUDIO: Evolution)

He later argued with Supreme Leader Romana about appeasing the Outsiders and wanted parts of Gallifrey. He was certain that she was not the Romana whom he had once known. He was very well known amongst Gallifreyans.

His shuttle was shot down by Leela's township, and she took him into custody to trial him for the murder of 237 slaves. Narvin found the proof that Zakar had caused the murder of the slaves, and was promptly arrested by Slyne. (AUDIO: Arbitration)
