Bob Hall was an employee in Edward Waterfield's plan to draw out the Second Doctor and turn him over to the Daleks.

On 20 July 1966, the Doctor and Jamie McCrimmon found him in the hangar of Gatwick Airport when they were searching for the TARDIS. As part of Waterfield's plan, Bob pretended to show reluctance to answering the Doctor's questions. When he later left the hangar, he was unaware they were following him. When he met up with Kennedy, he refused to get involved in kidnapping, so Kennedy knocked him unconscious.
