While an Emergency Government took over after London's destruction, the rest of it seems to be made up or cited to the episode when it's really a reference book or something. The name "Gordon Brown" certainly didn't appear in Turn Left, especially as the Prime Minister during that period was Aubrey Fairchild and Brian Green.

History
In an alternate timeline, a replica of the Titanic crashed landed into the city of London on 25 December 2008. Government ministers holding senior Cabinet positions were killed instantly — including the Prime Minister, Gordon Brown.
The Royal Family however, were evacuated to Canada following their annual Christmas retreat to Sandringham House in Norfolk. With seven million people in Southern England left homeless, an emergency government was set up headed by Douglas Chaplin, the First Minister of Scotland. The UK Parliament was thereafter relocated to the Parliament Building at Holyrood, Scotland.
The difficulties of managing the Southern England Radiation problem became worse when the French Government decided to close its borders to all British refugees. This decision was backed by the European Union during a vote held in Munich early in 2009. The newly formed government failed to meet its three month targets and was quickly overthrown in a coup d'etat headed by Arthur Lowe.
