Time on a Vine was a Brief Encounter short story published in the Doctor Who Yearbook 1992.

Summary

The Doctor rescues a young female executive on an alien planet.

Presumably, it is an agent of the losing side which snatches the woman from her own time and abandons her on the alien planet in an attempt to change this, although this is never specified.
