Second, there are multiple possibilities which she may qualify without breaking that law if, indeed, it does exist in the DW universe. For instance, we have no proof she wasn't born in the United States. She could have been adopted or her parents could have been in the U.S. for some reason when she was born. She could have dual citizenship. Or, by the time she becomes President, that particular requirement for the President could have been amended. I think Courtney might need to be categorized as a companion of the Twelfth Doctor, as we see her travelling with him at the end of The Caretaker (we don't know for how long). And that is even beyond her announced involvement in other episodes (being intentionally vague to avoid violating spoiler policy.
