Kennedy was an employee in Edward Waterfield's plan to lure the Second Doctor to him and turn him over to the Daleks. He later tried to break into Waterfield's safe, but was exterminated by a Dalek.
When the Doctor and Jamie McCrimmon met with Bob Hall on 20 July 1966, Kennedy monitored their conversation as part of Waterfield's plan.
