Louis was a Time Lord in the employ of the Celestial Intervention Agency. He offered the human Johannes Rausch a job, because of the agency's research, and he would arrive on the day before his death to collect the information that the CIA needed. Mel Bush followed his actions. Rigan killed Louis with a staser-gun, triggering his regeneration into his second incarnation. He found the regeneration hurt. (AUDIO: Unregenerate!)
