Colin Skinner was a member of LINDA, a group which met in order to discuss and share their interest in the Doctor.
Something of an intellectual, "Mr Skinner" wrote at least one novel and speculated as to the Doctor's symbolic importance. After Ursula Blake took a photo of the Doctor on Christmas day, Mr Skinner identified him. He was absorbed by the Abzorbaloff. When the Abzorbaloff was defeated by Elton Pope, he died completely. (TV: Love & Monsters)
When Davros asked, "How many have died in your name?" Colin was one of the many in the recollection of events. (TV: Journey's End)
