Fritter was a poodle archivist. He and Fritter monitored Earth transmissions from a space station in the Dog World's system. He asked the Eighth Doctor to take the archivists back in time to undo the damage caused by Princess Margaret's altered version of The True History of Planets. The Doctor had planned to do so anyway, so he agreed.
When Margaret tried to overthrow the Emperor of the Dog World, Char leapt at her and killed her, receiving mortal wounds in the fight. (PROSE: Mad Dogs and Englishmen)
