Bax was a citizen of Varos who worked as a camera technician in the Punishment Dome.
He recommended to the Governor that they should kill Jondar to please the citizens before the next vote. He later informed the Governor that the Quillam had caught the Sixth Doctor in Prison Control. (TV: Vengeance on Varos)
