Tony Flynn was one of Reegan's henchmen.
He kept guard over Liz Shaw and Lennox when Reegan was in London. Lennox and Liz tricked Flynn in to letting Lennox go to UNIT, as they said the aliens were "dying" and Lennox had to get more isotopes.
When Reegan returned from London, he berated Flynn for letting Lennox leave. When Reegan left for Space Control, Flynn kept guard over Liz. (TV: The Ambassadors of Death)
