Inspector Hoevern was a Dutch police officer who investigated Jana Kristan's disappearance.
Eight months into the investigation, Jana's sister Maya der Voort called him to a small lake, where a murdered body was found inside a car at the bottom of the lake. Hoevern handed Maya a bag found next to the corpse, which Maya recognised as belonging to Jana. (PROSE: The Scales of Injustice)
