Inspector Anton Jarre was a French police officer, and part of the Shadow Directory.
After the conviction of Alfred Dreyfus for treason, Jarre's association with him caused him to fall out of favour. He helped Chris Cwej investigate the psychic disturbances the Seventh Doctor had tracked to Paris in that time period. After admitting to the inspector to being a time traveller, Jarre initially thought Cwej was the Sixth Doctor, since that was the incarnation about which the Directory knew the least.
