Cardinal Xaluus Monfreit was the reptilian "personal guru" of Electra Montaigne. When the Sixth Doctor and William were investigating the murder of Eldric Bansal, Electra sent them to Monfreit. Monfreit told the Doctor that Bansal found out something wrong that had been done by city workers long ago. The Doctor used this information to solve the mystery. (PROSE: Walkin' City Blues)
