Well before Satellite Five, contestants probably weren't Earth citizens "reaped" at random. Although you're probably right that it was a show pre-Satellite Five because most other shows in the episode were. In Bad Wolf, the Ninth Doctor discusses the show Bear With Me with Lynda, and they both recall a specific incident from the show. Except that the Doctor isn't from the same time line as Lynda. In his version humanity went to the stars to form the Fourth Great and Bountiful Human Empire.
So how did they both remember the exact same episode of the same show? Was it just that good?
