The Time Lord-People Treaty was a treaty between the People and the Time Lords.
Some of the rules and regulations were:
- The People were forbidden from any time travel research. (PROSE: The Also People, PROSE: Walking to Babylon) This rule was later amended during the War to allow the People to build time machines. (PROSE: Dead Romance)
- The People must not keep a permanent database on the galaxy of Mutter's Spiral. (PROSE: The Also People)
- The People had authority to use any (even deadly) force when dealing with the Doctor. (PROSE: The Also People)
- Any actions that the People took in the Mutter's Spiral had to use human agents. (PROSE: Ghost Devices)
Any People who removed themselves from the People's society wouldn't be held to these rules. (PROSE: Down)
