Time Lord-People Treaty

The Time Lord-People Treaty was a non-aggression treaty drawn between the People of the Worldsphere and the Time Lords of Gallifrey.

Following the People's war with "the Insects" which devastated many worlds and killed over twenty-six billion sentient lifeforms, they signed the treaty with the Time Lords, who acknowledged that the People were on par with their own technological capabilities; the Time Lords themselves were terrified of time-looping the People in case they would escape and learn from the experience. Six members formed the original negotiating team that drew up the treaty, three of which were the Doctor, aM!xitsa and God.

The treaty stated that the People were forbidden from researching or developing time travel, (PROSE: The Also People, PROSE: Walking to Babylon) although this was later amended during the War to allow the People to build time machines. (PROSE: Dead Romance) The People were also forbidden from visiting or keeping a permanent database on the Mutter's Spiral, (PROSE: The Also People) with any actions they took there requiring the use of human agents. (PROSE: Ghost Devices)

Concerning the leadership of both parties, God could not have "Gallifreyan" in its linguistic files, and the High Council of the Time Lords accepted no responsibility for the Doctor's actions. The People could act in any manner they deemed appropriate in dealing with him up to and including deadly force.

In violation of the treaty, the People's Ships' memories contained contingency plans for a war with the Time Lords. (PROSE: The Also People) Any People who removed themselves from the People's society wouldn't be held to these rules. (PROSE: Down)
