Dr Janet Rutherford was a scientist working on the SERVEYOUinc-operated United System Research Base.

She worked on a project involving toluan salt-beetles.

Chief Administrator Peter Cartwright and Chief of Security August Hart planned to make her a scapegoat for all the comas caused by ARC getting loose. But the Eleventh Doctor saw right through the lies. (COMIC: Whodunnit?)

She then joined forces with the Doctor in finding out the real cause of the comas. (COMIC: The Sound of Our Voices)

Although it is not directly stated that she is human, her comment that toluan salt-beetles are second only to humans in terms of intelligence in the comic story Whodunnit? strongly suggests that she is human herself.
