Peter Cartwright was the Chief Administrator on the SERVEYOUinc-operated United System Research Base.

While reviewing whether to fund a project by Dr Janet Rutherford, he had to leave due to the news about Dr Ballard in a coma after an attack by ARC. Later, he was reporting to Enoch Thorne, (COMIC: Whodunnit?) the CEO of SERVEYOUinc, (COMIC: The Rise and Fall) and suggesting to blame Dr Rutherford for all the troubles on the base when he too was attacked by ARC (COMIC: Whodunnit?) and ended in a coma himself. After the Eleventh Doctor found a way to communicate with ARC verbally, Cartwright and all other victims were restored to full health. Not suspecting the Doctor to be an impostor, he let him escort ARC away, thus, allowing their escape from the station. However, it was August Hart, the base's Chief of Security, who lost his job.   • Although it is not directly stated that he is human, Dr Rutherford's comment made in his presence that toluan salt-beetles are second only to humans in terms of intelligence in the comic story Whodunnit? would have been insulting if he were not human.
  • Although the name plaque on his table is shown several times to read "P. Cartwright Deputy Administrator", he answers the comm with "Chief Administrator speaking", August Hart calls him "Chief Cartwright" and he is clearly the superior of Deputy Administrator Rodney Mellors.
