Endwell was a scientist who became frustrated when no one would listen to his warnings on global warming. He convinced several lab technicians to help him use another scientist's weather machine to create extreme weather conditions in London. He was confronted by Bernice Summerfield and Ross Brimmicombe-Wood, and later the Seventh Doctor.
