Kruger was a member of the Stasi. He interrogated Lara Zannis after she was arrested in East Berlin in 1961. He also interrogated the War Doctor, who tried to find out why he was there. He helped the Doctor follow Zannis to West Berlin to stop her from creating the Shadow Vortex. (AUDIO: The Shadow Vortex)
