Lieutenant Kruger was a member of the Stasi.

Kruger once was a teacher, but after the Second World War, he couldn't go back to teaching as he couldn't bear to look at the faces of his students, many of which he had fought by their side. He had tried to convince his wife to leave East Berlin during the War, to stay with her sister, but she was stubborn and refused. She eventually died and was buried in Berlin. He had a life in Berlin, after the War, making friends. As he couldn't bear to be a teacher, he joined the secret police.

He interrogated Lara Zannis after she was arrested in East Berlin in 1961. He also interrogated the War Doctor, who tried to find out why he was there. He helped the Doctor follow Zannis to West Berlin to stop her from creating the Shadow Vortex. This was unsuccessful, with James Leith commanding his and the Doctor's arrest. Crane, who resigned from her job as she didn't trust Lara, helped Kruger and the Doctor escape. They travelled in the TARDIS back in time to avert the creation the alternative timeline that had been created when the Daleks began invading, and he was able to remember everything. He confessed to the Doctor about why he had to stay in East Berlin, and, after the Doctor left, commanded the secret police to "help" Kavarin, who was traumatised by the memories of his death in the alternative timeline.
