The complex was a leisure centre in Kaldor City. It was once a manufacturing depot, making accessories, ornaments and trinkets for the elite before the Kaldor City Company decided to renovate the place as an exclusive complex.
The presence of sand rats slowed progress as they ate through cables, potentially stalling the complex's opening weekend. To prevent this, Galla Posca had the Sandminer robots purify the complex of all life signs, wiping them out.
The exclusivity of the complex provoked non-violent protests which included Lina Hadway, a one-time employee of the depot, as a ringleader. (AUDIO: Escape from Kaldor)
