International Rescue was an organisation which the Eleventh Doctor, while purporting to be a "Captain Troy Handsome", claimed to be a part of. (TV: The Lodger) Owen Harper jokingly told James Mayer that Jack Harkness was calling International Rescue about the alien warning device Torchwood Three had in its possession.
