Laura Collinson was an undercover CIA agent in 2040. She arranged a terrorist attack on the Pickering power station in Toronto, Canada so she could foil it and convince the Canadian government to rely on America to protect them. Collinson's plan was foiled by the Seventh Doctor, Chris Cwej and Roz Forrester. (PROSE: The Nuclear Option)
