A neural inhibitor system was a piece of equipment designed by the Thirteenth Doctor to act against the Cybermen's emotional inhibitor. On a human refugee planet in the immediate aftermath of the Cyber-Wars, the neural inhibitor system was set up by Graham O'Brien, only to be destroyed by Cyberdrones soon after.
