Following America's entry into World War II, American President Franklin Delano Roosevelt set up the Office of Strategic Services (OSS) to redress the fact that the US had no real intelligence service, beyond the Federal Bureau of Investigation, which mostly dealt with crime. The new OSS operatives were trained by their more experienced British counterparts in Canada. The OSS itself was headed by Bill Donovan. (PROSE: Endgame)
