The second elder was part of the negotiations with the Time Lords. He was present when the Daleks arrived on the Sense Sphere and later told Susan Foreman of this. After seeing the Dalek-Sensorite parasite he agreed to become allies of the Time Lords. (AUDIO: Sphere of Influence)
