The Disaster Recovery Committee (or D.R.C.) was set up by the Committee after the Cardiff tsunami. Andy Davidson was its director and Tyler Steele and Colin Colchester-Price both offered assistance. However, resources were scarce and the D.R.C. was limited in its effectiveness. The only medic to tend to the refugees was the GP Dr Melton as the D.R.C. were unable to send anybody else. After Torchwood were found responsible for the tsunami, they locked Torchwood out of the Hub. (AUDIO: ScrapeJane) They later arrested Yvonne and God per Andy's orders. (AUDIO: Day Zero)
