Paul Shelley (born 15 May 1942[1]) played the Minister of Persuasion in the Doctor Who television story Four to Doomsday and voiced a number of characters for Big Finish Productions' audio adventures.

He shared his memories of Four to Doomsday on the 38th edition of Big Finish's charitable podcast series Toby Hadoke's Who's Round.

Prior to appearing in Doctor Who, he also appeared in Blake's 7 in the 1979 episode Countdown along with Tom Chadbon.
