Juno Dawson (born 10 July 1981) wrote several Doctor Who-related books and audio adventures.
Though neither Orr nor the Thirteenth Doctor were her own creations, Dawson had the privilege of introducing Orr, and first bringing the Thirteenth Doctor to Doctor Who prose.
