CERN existed in the Shadow World as a virtual replica of the original CERN from the Doctor's World. Like the rest of the Shadow World, it was created by the Monks, so that they could plan the perfect invasion of Earth.
Several members of CERN chose to commit suicide after reading the Veritas and learning that they were no more than simulacra. (TV: Extremis)
