The Planning Council was a group of Time Lords belonging to the High Council who opposed Padrac and were not purged by the Sonomancer, recruited to the cause by Volstrom and Veklin.
Led by Cardinal Ollistra, the Planning Council allied itself with the Monk to build a power base known as the Enclave in 1970s New York City, biding their time until the destruction of the future in the 25th century. (AUDIO: The Side of the Angels)
