Volstrom was a Time Lord and one of Cardinal Ollistra's spies.

With Cardinal Ollistra wanting to know about Cardinal Padrac's plans, Volstrom was sent to infiltrate his inner circle, becoming Acting Castellan, whilst Commander Veklin was placed in the Chancellery Guard as a captain.

The Keeper of the Matrix informed Volstrom that the Matrix seemed to have been tampered with but, to seem to remain loyal to Padrac, lied to the High Council about it and later confirmed to him that River Song was who she said she was using her biodata. He gave her a tour around the Capitol, unaware that he had stolen her passkeys, and managed to evacuate Councillor Alekall before the Sonomancer's purge.

After Jerasta's death, Volstrom was made High Chancellor and requested immediate extraction. He made to leave with Veklin, River, Liv Chenka and Helen Sinclair but stayed to remain undercover when Padrac and the Sonomancer found them, only for the Eleven to out him.
