The Minister was a Member of Parliament with a promising career path who disappeared to the back benches with no official ministerial position after being promoted to a top secret position. She met Woking at a Home Office reception and drank wine with him, but presumed that she would never have to meet him again due to the unlikelihood of any need for his services.

Following the Embankment tube station tremor, the Minister picked up Woking on the road and discussed the matter with him, learning of Charlotte Pollard and Robert Buchan.
