Lukas was a Gallifreyan from an alternate timeline visited by Romana, Leela and Narvin.
He was a Chancellery Guard assigned by Slyne to protect Romana from assassinations. (AUDIO: Emanciptaion) He later then took Jonias to Romana II and Narvin. He suggested that Hector's group was terrorist and wanted to send a squad over to them to stop them leaving. (AUDIO: Evolution) He helped the Chancellery Guard to get back Lord Zakar. He tried to stop Kavil from entering the Panopticon on urgent business. (AUDIO: Arbitration) When the Daleks invaded Gallifrey, he was ordered to protect Romana and remove her from the Panopticon.
