Skaro was led by a Dalek Emperor with a bulbous bronze casing, distinct from the Golden Emperor. It was home to many variants of Daleks, who launched yet another Dalek invasion of Earth in 2254. Davros, who had stolen a Time Ring from Gallifrey, ruled the Daleks of Skaro in tandem with the Emperor. He and the Daleks were closely monitoring Earth and its developments in technology and realised that the human race was quickly becoming a threat.
