The True Lords were an alternative Gallifrey's version of Time Lords. They fought a war against the Great Vampires. They could regenerate but didn't have access to time travel. The True Lord counterpart of Rassilon willingly betrayed his race to the Great Vampires, and had set up a Transduction barrier that not only protects the planet from the rest of the universe, but also prevents light from reaching the planet.
