When the Cybermen faced a violent confrontation with the [[Cult of Skaro]], it was among the Cybermen which oversaw the emergency [[cyber-conversion|upgrading]] of [[Torchwood Institute|Torchwood]] personnel to bolster their numbers against the [[Dalek]]s. Learning from another Cyberman that [[Cyber-Leader One]] had been terminated, having been destroyed at the hands of [[the Preachers]], it volunteered to be upgraded into Cyber-Leader.

Cyber-Leader Two was a Cyberman who served as the second leader of an army of five million Cybermen, which had crossed from "Pete's World" to the Earth of N-Space, in the Battle of Canary Wharf, following the destruction of Cyber-Leader One.
