He wanted to get the First Doctor into his museum, but due to limits on his time scoop he could only get Ian Chesterton as he was the first male traveller with the Doctor. He wanted to hear all of Ian's memories and recreated them in the museum but the two were then chased through the museum by ghostly voices that seemed to eat memories. Finally, Ian realized that it was actually Pendolin who was feeding off his memories and the voices were his previous victims.
