An administrator was in charge of Civitas-G. Bernice Summerfield and the Unbound Doctor met him and learnt more about the sabotage. He was a classmate of Zita. He thought that was she was doing was wrong and deleted her from the cache. He wanted to repurpose the planet in his own image. He stayed in the original version of the system's city hall. He deleted the other children from the similation because they bullied him. He deleted himself from the system by accident. (AUDIO: Clear History)
