Educator Balan was a Dulcian who regularly led academic explorations onto an island used in the past for atomic testing. He encountered the Second Doctor, Jamie and Zoe after the TARDIS materialised on that island on Dulkis.
He, Kando, Teel and Zoe were forced by the Dominators to clear rubble from a drilling area. He was later killed to force the others into revealing who had attacked the Quarks. (TV: The Dominators)
