Richard Tipple was the head of a mining facility on an asteroid in 7691. He altered the computer records to cover up the mysterious disappearances of various miners. Because of this he was concerned when the Second Doctor was posing as an earth examiner. He complied with the Doctor's investigation, but didn't care when he disappeared. He was warned not to use the weapons material they mined to save the colony but it would destroy them all, as he was concerned about profit. He was arrested on the Doctor's recommendations. Behind the scenes
Author Simon Guerrier 's inspiration for the name came from his friend and fellow Doctor Who fan, Rich Tipple. Richard is most notable for his colourisation work, being one of the founding members of the Doctor Hue Colour team.[1][2]
