Elgin was the Chief Librarian of the famous wonder of the universe, the Library on Kar-Charrat. He obviously knew the Seventh Doctor well from past visits in a previous incarnation and showed him around the newly improved and updated libraries, including the new sections containing the impressive Wetworks facility.
