Mr Fibuli was the Captain's assistant on Zanak.
Fibuli feared the Captain and his mercurial moods, and so complied with his orders to the best of his ability. When the Fourth Doctor prevented Zanak from materialising around Earth, the bridge's controls exploded and Fibuli was killed.
