A Time Lord historian noted that Rassilon's final High Council stood during the "last days of the Time War". The Partisan, a member of this High Council, was executed by Rassilon for suggesting that the Time War should end. The Visionary was identified as an "affiliate" of the High Council. When Rassilon proposed his plan to return Gallifrey to the universe, only to members of the High Council, the Woman and the Patriarch of Stillhaven, voted against him.
